svn 1.2 and win32 (attn: brane)

Branko: Erik and I have a question about the mod_dav patch which
properly "exports" public symbols on win32. Does this patch fix a
problem which is purely compile-time?

In other words, our win32-binary-zip distribution doesn't need to ship
a special mod_dav module, does it? If we patch mod_dav in our private
build systems, it will still produce a mod_dav_svn.so that works by
itself, right?
