diff_tests.py fails when config defines "diff-cmd"

I configured thusly:

        ./configure --prefix=/usr/local/svn

I'm using Version: 4.1.25 of the Berkeley DB stuff.

My ~/.subversion/config contains

    [helpers]
    diff-cmd = /usr/bin/diff
    [miscellany]
    global-ignores = *.o *.lo *.la #*# .*.rej *.rej .*~ *~ .#*

If I "hide" that config file by naming it to something else, the test passes.
