One Tarball To Buikld Them All (Issue 1110)

It would be nice to have One Big Download for Subversion, or at least as
close to this as possible. Maybe one download for Subversion itself, and a
Subversion Package for everything else need to build Subversion. Perhaps
the Berkeley DB needs to be excluded (builders would need to download from
Sleepycat) because of their licence.
