I disagree. We're not in the package management business. We do bundle
apr, apr-util and neon, but that's because until a short while ago,
their interfaces changed often enough to make it hard to track the exact
version we were compatible with.

Every depencency we have is (or should be) documented in INSTALL. If
something is missing there, please provide a patch. That everything
else to build Subversion might concievably include autoconf, libtool,
GNU diffutils, etc...

By the way, if you're building from the tarball, you don't need libtool,
Python or the auto* tools.
