There was a very long discussion on the list about that some months
back. If I remember some of it correctly, the problem was that finding
user-specific configuration data places through an API was
inconsistent between windows version. This DLL was the only one which
provided functions that gave the wanted results on all windows
versions.

Probably one of the guys who were a part of the discussion can clarify
this if I got anything wrong.
