ANN: svn-0.15.0-r3687-setup.exe ready for aprovement

Hi,

I have just uploaded svn-0.15.0-r3687-setup.exe as a suggested file at
the Subversion File Sharing site.

NEWS:
  * Upgraded to the Subversion contents of svn-win32-r3687.zip found
    on the Subversion home page
  * svnpath: Some workarounds for an ISX bug when receiving only
    argv[1] and argv[2] (with values add|remove, path) from the
    system when called from the setup. This only occures when setup
    are upgrading fom a previous install of Subversion and are not
    a problem for the end user.
  * The Setup itself (not svnpath) are now prompting the user to
    restart the machine if needed after setup (Win9x - Autoexec.bat
    changes).

TASKS (for the next release - please, comment):
* Documentation:
  - Include lj_article.txt, WritingChangeLogs.txt and svn-ref as
    HTML to svn-doc.chm (the Subversion HTML Help documentation).
* editor_cmd:
  Prompt the user for editor_cmd if not found (default to "edit").
* Make the Setup Apache aware and install mod_dav_svn.so if the
  user say yes to it.
* Get rid of the %#@! shfolder.dll issue. This dll is missing in both
  a fresh Win95/98 and a NT4 with SP6. Blair suggested a while ago to
  offer the user to use a bundeled one or download from the Internet.
  I think that this is a good suggestion.

  Why use this dll anyway? Isn't it just for for determing location
  for user-specific configuration data (according to issue 579) wich
  should be easy enought to find out without it?
