Well, downloading with Mozilla forced to HTTP/1.0 worked; the file
wasn't corrupted. Therefore I diagnose this as a Windows XP bug, tickled

BTW, is there a way to limit either Apache or Neon to HTTP/1.0 only?
That might be a temporary fix.
