The file is definitely corrupted during the checkout. I can
checkout the same file using the file:// syntax and the http://
syntax, and it will be different. I've looked at the apache
page and I see there's a win32-enable-apr-iconv.patch
in the apply_to_2.0.40 directory. There's also this:

You guys think either of those things are worth looking into?
My operating system is windows xp home edition.
