Just install alien package, then from command line:

$ alien -i /path/to/filename.rpm

There are lots of other command line options, for example, maybe you
just want to create a .deb from the RPM and then install that or share
it with others.

I've installed the CollabNet RPM on every Ubuntu version since 7.04
without problems. Also installed it on Debian.
