Never tried an RPM in debian/ubuntu

From what I can tell on the Ubuntu site, for their latest release (9.10
just out a few weeks ago, they are including 1.6.5.
But their latest for the prior release 9.04, is still 1.5.4

Got a pointer to a how-to do RPM in .deb land?
