After many trials and tribulations (getting the standard C header
files, setting the volume's permissions to allow execution, getting
the correct openssl header files, correcting load library locations,
etc.) I've managed to upgrade the server to 1.5.4, and it does NOT
display the aforementioned weird behavior: I can check out my
projects even when there is no "anon-access = none" line in
svnserve.conf . Problem solved.
