Yep, if I do it *just* with the svn client, then it works fine
If I do it with TSVN, then when it breaks, it stays broken.
However, there may be some other factor (such as revisions being
committed between when the svn cp is done and when the svn commit is
done) that might be muddying the waters...

Yep, that sounds absolutely spot on. Is there a bug in the tracker for
this? Has anyone found the problem yet? It certainly only started
affecting me when I moved to 1.5.x for the clients. The server is still
1.4.x, I wonder if that could be related?
