Take a look at the contributed tool "asvn". It does that sort of thing.
I don't expect it handles selinux properties "out of the box", but it
might be relatively easy for you to add handling of them to it.

If you enhance "asvn" or write another tool to do something like this,
please consider sharing your enhancements with the Subversion community!
