I don't know, you'd need to ask CollabNet, but I would imagine like all volunteers they choose to prioritise. As they're a commercial operation I'd guess that what they provide to the community (as a generous service) is what their customers are requesting. As a non-paying skinflint I'm happy to play second-fiddle to their paying customers.

Have you checked other volunteers' packaging of SVN: http://subversion.tigris.org/getting.html#windows? There's at least one there that's 64bit: SlikSVN.
