My first 2 SVN installs I did as separate Apache & Subversion
installs. I switched to Collabnet with 1.5. It was a lot quicker &
easier.

I would recommend it, to get the full benefits with minimal trouble.
As long as you're using FSFS, you can go without the dump/load cycle
(since you're sticking with Windows), and then run a script to "shard"
the directories in the repository and run svnadmin upgrade.

Or you can do the dump/load and have all that done automatically, PLUS
get the benefit of the new diff algorithm introduced in 1.4 which may
reduce the size of the repository on disk (saved me about 500MB on a
2.8GB repository)
