Upgrade (Windows) repository and server from 1.3.x to 1.5.x

Some questions:

1. Should I use the Collabnet release? Should I use the tigris.org release? Is it worth upgrading Apache to 2.2? We're not using it for anything other than SVN (it's on a VM).

2. Do I need to/should I dump/load the repos?

3. Is there anything I need to know about getting mergeinfo up to date? Or is it game over, given that we've been doing a mixture of manual and automatic merging for the last couple of years?
