The installer isn't created yet. It's based on the zip file but created
by another volunteer usually a week or two after the release of the zip
files. Those files you refer to are only included in the installer.

You either wait for the 1.4.6 installer to be released, or, you
uninstall 1.4.5, unpack the 1.4.6 zip file and add its location manually
in the PATH environment variable.

No, none of the files have been changed in 1.4.6.
