Right-click on the .exe and choose 'run as administrator' or do that
on a command prompt and then execute the setup exe from that command
prompt.

On Vista (unless you've turned off UAC), even admin users don't get
full admin rights until they explicitly ask for full rights (with the
'run as admin' context menu item).

Sometimes the 'run as admin' context menu item doesn't show up, so in
those cases you can elevate a command prompt and use that.
