Enhancement Request for Overlay Handling

As documented here: http://tortoisesvn.net/node/99 , Windows limits the
number of icon overlay handlers that can be used. Thus, when Subversion
detects that there are there are too many handlers, it disables some of
its own to help out others.

I have two feature requests:

The first is a simple notification on the Settings Screen at "Icon
Overlays" on whether or not any of the handlers are disabled. There's
various ways this information could be presented:

Active icons: [N] [M] [C] [R] [D] _help_

or perhaps

Disabled icons: [L] [A] _help_

(Where [X] is an icon graphic, and _help_ a link to a relevant page
explaining these limits)

The second is for TortoiseSVN to make which handlers are enabled
configurable. In theory, one could force TortoiseSVN *not* to be a "Good
Citizen" and use all of its handlers; one should also be able to pick
which icons to use, and what icon to fall back to if necessary. I'll
leave a possible UI up to you guys.

I searched the bug tracker for "overlay" and "icon" and got no answers.
