Wouldn't an binary rpm by definition be for a specific distro/architecture? Are you looking for a source rpm?

Where do I get an rpm of subversion for a generic version of linux?

The download page doesn't have one. There is only the CollabNet
"enterprise" version. All other releases say, rather unhelpfully, to use
the built-installer for your release.
