Did you download the Apache 2.0.x version of Subversion, or the
version for Apache 2.2.4?

I can't get to the download page at the moment to give you the exact
URL, but when you're on the listing of files for Windows (there's a 91
at the end of the URL), click "Windows" in the directory tree to the
left of the file listing, then select the Apache 2.2.x directory. It's
a little non-intuitive to find - took me quite a while to find that
location.
