import problem

Hello

I have a problem with windows svn binaries. I just started to play with it and
on very start i can go no further. It's about import command. I can't
successfully execute:

(note: d:/dev/svn has been created with svnadmin create properly)

svn import d:\temp\tosvn file://d:/dev/svn -m "bla bla"

the error message is:

svn: Unable to open an ra_local session to URL
svn: Unable to open repository 'file://d:/dev/svn'

both directories have write and read rights. I also checked if ra_local scheme
is available on my build.

Anyone can help me start? :)

btw: i know this question was probably asked a lot of times! that's why i'll
appreciate any help, point me to a place where i can find an answer.
