Install packages structure remark

Hi,
i'm jet by installing Subversion (client and server) on Windows and i must
notice that structure of the Download/Packages for Win32 need to be revised.

I must also install the server somwhere and i could not find any division
between server and client packages.
My problem is that i don't know what is what. When i download the package
"subversion-1.3.2.zip" or "svn-win32-1.3.2.zip" i couldn't find any info
where is the server software.
Now i think there is only client package for Win32, is it thrue?

I think, the packages should be strict divided. First into client/server
packages and than in operating systems for each.
I also think that the Subversion project also should maintain the packages
for all operating systems that it will support.
