The library dependencies of the client and server are so similar that
I suppose nobody has seen a purpose in separating them. All
Subversion distributions so far are both client and server together,
including the Windows distribution.
The Subversion team is as far as I know unable to support binary
builds, and the binary builds are therefore made available
exclusively by volunteers who are not necessarily otherwise involved
in the Subversion effort.
