Commit .jsp problem

I am having an odd problem with respect to commits. Any file that has the
extension .jsp fails to commit.
I am running Apache using a SVNParentPath and a number of repositories in
this path. The same problem occurs for any repository - ruling out anything
specific to a repository.
The operating system is Windows 2000 SP4. The problem applies to *any* file
with a .jsp extension. Also, I have tried file extensions that closely
resemble "jsp" and they all seem to commit fine.
No repositories on the server are using any kind of hooks.
I have fiddled a little with the error message below to hide things like
sensitive paths and addresses, but I hope to have left verbatim the relevant
parts.
Is anyone able to offer some insight into this bizarre observation?
