The client is looking for a program named "ssh.exe", and failing to
find it.

Here's what I do: I install the wonderful "PuTTY" suite
(http://www.chiark.greenend.org.uk/~sgtatham/putty/), and copy the
"plink.exe" program to the directory where svn.exe lives.
