svn: Can't create tunnel: The system cannot find the file specified.

The Windows svn command line client issues the subject message when is use
the svn+ssh URL schema. svnserver on my Redhat server is running with the
-t switch. I have SSH successfully working with my telnet client. Why
would I be getting this error?
