Hmmm...depending upon your version of SVNService, perhaps try

SVNService -setup -d -r C:\svnreposity

As far as I know, there are 2 versions of SVNService floating around, the
original by Magnus Norddahl, and an updated version by Daniel Thompson.

As I recall, Daniel was unable to get in contact with Magnus, and it has
since been taken under the wings (in some way, shape or form) by the
friendly TortoiseSVN folks...
