You want svn-1.3.0-setup.exe. This will install the server and
command-line client and configure your system to put the appropriate
items in your PATH.

The package above only includes a command-line client.
Double-clicking the executable won't do anything for you. You may
want to pick up TortoiseSVN, which integrates your Subversion client
with Windows Explorer, but you'll have trouble following the book.
The commandline client is a good place to start learning the concepts.
