I suppose one can argue that this is generated stuff and therefore should
not be controlled *anywhere*. I can see that argument.

Whatever the case may be, I think I definitely want 'make doxygen' to
output the doxygen stuff in a controlled area for web reviewing (eg, during
peer-to-peer source commit reviews or broader, project-wide source-code
reviews/walkthroughs).
