Subversion runs anywhere APR supports so yes, it runs on Windows both as
client and server.

Back to your original question, Subversion 1.3.x uses shared libraries
so mod_svn is probably looking for a subversion .so file which isn't in
your path. Find the subversion libs on your system and make sure the
directory they are in is in the library path.
