Never mind... Just thinking "out loud".

Well, global-ignores works just fine, so I'll leave it alone for now.
I guess, I was looking for a way to keep ignores in the repository and
keep all the developers' environments the same, so each one wouldn't
have to set the global-ignores.

I don't know much about post-commit hook scripts, but my guess would
be that it would not affect something that "svn status -u" would
output.
