The bug seems to be assigned to "issues@subversion" so I presume that
means no individual has been assigned to it.

The end of the bug notes says a branch was started for this [1], but
it looks like there's been no activity in 4 months.

The developers have said before that they don't take the votes into
consideration when deciding what features to work on, unfortunately.
