Windows prepackaged binaries

I currently have a svn (1.3.0) repo setup on a linux box with apache2 serving the repo thru the mod_dav_svn module. When I use the linux svn client (local or remote) to check out a repo, everything works fine. The entire repo is placed into my "sandbox" for me to work with. Now, I have some windows boxes that I've put the prepackaged (1.3.0) binaries on. These windows clients have an issue with checking out the repo. They don't get all of the repo. Only some of the files and directories come with the initial checkout. Any idea what maybe going on here?
