Commit Failures at directory level

Using SVN 1.3.0 w/ BDB locally on WinXP -

I have done svnadmin recover;

I have used this setup for 1 1/2 yrs (same repository);

Sometime after 1.3.0, I get these problems: I can commit individual files
(the ones I'm active with and have tried);

However, when I try to commit at a directory level, I get this:

D:\Profiles\xxx\My Documents\Projects>svn -m "test directory checkin" ci
svn: Commit failed (details follow):
svn: Unable to open an ra_local session to URL
svn: Unable to open repository 'file:///D:/Profiles/xxx'

Now, the repository is in fact 'file:///D:/Profiles/xxx/My
Documents/SVNRepository'
and does in fact get found and seems to work fine on vairous commands, and
svnadmin verify works thru it without reporting any problems.

Any suggestions?
