Checkin single file into repository - How to compile svnput.c for windows

Hi,

I am developing a configuration management application
using subversion as backend. I have a requirement to
checkin a single file into the repository from a
folder that is not a working copy.

I came to know from User mailing list archive that
svnput.c could be used to accomplish this. How do I
compile svnput.c against Subversion and APR libraries
(for windows)? Once it is compiled I will have to call
the function from my program.

Or is there any other way to accomplish this?
