why does the subversion.tigris.org website block my IP?

From: Urs Rau <urs.rau_at_uk.om.org>

For the past two months, or possibly longer, I have not been able to
browse the subversion.tigris.org website. At first I thought it might
have been a misconfiguration of the webserver, but by now I have tried
it from other IP numbers and it works fine from those.

Who should I contact about getting my IP re-enabled for browse access?

Thanks in advance.

PS: The error message is:

PPS: I am on irc at freenode.net as BigBear if you want to contact me to
resolve this issue.
