why does the subversion.tigris.org website block my IP?

For the past two months, or possibly longer, I have not been able to
browse the subversion.tigris.org website. At first I thought it might
have been a misconfiguration of the webserver, but by now I have tried
it from other IP numbers and it works fine from those.

Who should I contact about getting my IP re-enabled for browse access?

PS: The error message is:
Forbidden

You don't have permission to access /servlets/ProjectHome on this server.
Apache/2.0.50 (Unix) mod_ssl/2.0.50 OpenSSL/0.9.7a DAV/2 mod_choke/0.1
