The feature you're looking for is called "log message templates", and
we're just beginning to understand how to implement it in Subversion.

http://subversion.tigris.org/issues/show_bug.cgi?id=1973 is our
placeholder for the feature, but it's very out-of-date with respect to
recent progress on implementation schemes.

I can't promise you a timeline, unfortunately; I just wanted to let
you know that you have hit on a need that many people have.
