Changing Default Commit Message Notice

Hi there,

I can't find reference to this anywhere, but is it possible to modify
the text used in the commit message compose page? I want to alter
"--This line, and those below, will be ignored--" to something that
includes more context specific instructions like the type of commit
message expected.
