There's at least one committer working on win32, and possibly more. The
team is very dedicated to making subversion cross-platform, and they do
an excellent job at it. Those responsible for the win32 releases do an
excellent job as well.

I'd also like to add my voice to those who are successfully running
Apache/mod_dav_svn on Windows (2003 in my case). We've been running
since, I believe, 0.37 and we've never had a single hiccup.
