SVNService is but one way, another is a product like Firedaemon.

We ran SVNService as LocalSystem for several years
with no issues, FWIW now we run SVNService as LocalService
on a Windows 2003 server.

Also, another windows Subversion user - Dan Thompson,
has updated Magnus's original version of SVNService, so that
it performs a shut down more gracefully (it may have other fixes
but I forget what now), I can email you a copy of that update
if you like (includes sources).

If all else fails...give firedaemon.com a shot.
