Yeah... well actually I fixed it. It was a permissions problem.
Apparently "Everyone" doesn't literally mean 'Everyone'. I added SYSTEM
to have read and execute permissions and it works.

I always read about the time it takes to maintin a Linux system is
greater than Win32... but I find it the opposite for nearly everything I
do on a Win32 server.
