Isn't this what svk is for? Apologies if I misunderstand the problem.

Subject: Atomic updates

Hi,

This question was already discussed in this list but I'm raising it up
again and bothering you once more. :-)

What are the chances of atomic updates (on the client side, of course) to
be implemented in Subversion? If none, why?

I think it's very useful for at least two reasons. First, Suppose you are
updating your working copy and the local network dies in the middle of the
operation. Only half of the files were updated and now the build is
broken. Your manager comes in and says "network is down and it will come
back up again within 3 hours". Your hands are now tied, unless you stop to
do a temporary fix to the broken files.
Second, it would prevent automated continuos integration tools from
braking the build in the case of a partially updated working copy.

With the best regards,
