Sure enough, and I'm the one who started it.

That was a bit different -- it was http performance. I'm now using
svnserve, which is clearly better than http in all cases. But it's
still 1/2 the speed of CVS for checkout. (It's faster than CVS in all
other cases I have tried, which certainly helps.)
