Virtually Nil. CollabNet offers commercial support as well as a 'packaged'
(CollabNet CE ?) version of SubVersion that includes project management and
bug-tracking functions built-in.

4. Code import from CC.

Check here for a ClearCase -> SubVersion convertor :
http://www.unix-girl.com/cc2svn/

CollabNet also has a ClearCase to SubVersion 'bridge'. You should contact
them for more details.

You might also want to look at SVK - http://svk.elixus.org - It provides
'distributed' subversion repositories and very good merging / merge tracking
support - something base SubVersion isn't too good at.
