Turns out it's not even Fedora 1, but "Red Hat Linux release 9 (Shrike)".

I'm afraid upgrading is not an option at the moment -- not my decision :-(

"package apr is not installed"

There are some files in /usr/include/apr-0/.

But in any case the INSTALL file states that APR and APR-util are included
with the source tarball release?
