You could look at Bugzilla too - http://www.bugzilla.org. It has
Subversion integration through it's email interface or other plugins. A
Google will pull up several different people's integration, although
there is not one single (really simple) integration.

I looked at Trac, and found it did not do everything I wanted from an
issue tracker. But that's a decision for you to evaluate.
