Two windows bugs

        I've recently had to start supporting Windows users using the
  Subversion repository I manage and I've discovered two bugs that do not
  seem to be in set of existing issues:

        - If the user runs svn from Cygwin bash rather than cmd.exe, it
          will hang indefinitely without asking them for a username/password
          when connecting to a WebDAV repository. I expect this is
          probably just some kind of incompatibility with terminal I/O.

        - Setting neon-debug-mask flag in the servers file and/or in the
          registry has no effect. This makes it very difficult to debug
          problems under Windows.

  The issues are both present in the latest 1.1.3 binaries that are
  distributed on the web site. If there are any temporary solutions to
  these problems let me know. Thanks!
