This must be a problem with your setup. I use svn-1.1.3 from a Cygwin
bash all the time, and have not seen such problems.

I can confirm that nothint happens when the debug mask is set; however,
Subversion definitely propagates the debug mask to Neon, so maybe Neon's
debugging facility doesn't work correctly on Windows. I suggest you ask
on the neon list.
