Sign up for notifications per file/folder

I have been looking around for way to allow developers to be notified
when a file has been changed. I have been using wikies for a while, and
really enjoy the fact that I can 'keep an eye' out for some pages. I
have seen tools that mail ALL changes to, say, a mailing list. This is
project wide, and would really have a high noise/usefullness ratio. To
much happens of sides of the project that I don't care about.

Is there a project out there that would allow developers to kind of sign
up for notification when a specific file changes? Or when a specific
folder changes?
